As many other regulatory bodies for Nursing and Midwifery practice around the world, the developmentof the Nursing Council of Mauritius has gone through several phases. Some of the important milestonesof its developments are depicted below.

The first Nursing Council Act in Mauritius was given assent by the Governor General Sir Raman Osman in 1972. The chairmanship of the Nursing Council was at that time assumed by the Permanent Secretary of the Ministry of Health. The Nursing Council Act 1972 (Act No. 45 of 1972) was not put into force because of lack of awareness regarding the role of a regulatory body in Nursing, as well as inadequate commitment from certain stakeholders.

On the 17th of July 1992, the Deputy Prime Minister and Minister of Health, Mr. Prem Nababsingh presented the Nursing Council Bill (no. xxxii of 1992) to the National Assembly for general information. The main objective of that bill was to provide for the establishment and management of a Nursing Council to regulate the Nursing Profession in the Republic of Mauritius .

On the 28th July 1992 the President of Republic of Mauritius , Sir Veerasamy Ringadoo gave his assent for the Nursing council Act of 1992 (Act no. 34 of 1992).

Since then, to date the seat of the Nursing Council is located at 6, Avenue des Jacinthes, Morcellement St Jean, Quatre BornesIt was only in 1996 that the Nursing Council Act of 1992 was implemented. The first registrar Mr.K.Ramsoondar gave notice of taking of poll for the election of the constitution of the Nursing Council of Mauritius.

This was published in the Government Gazette of Mauritius ‘Special' on Saturday 11 May 1996 and is quoted hereunder: “Notice is hereby given to all full registered Nurse or Midwife that a poll for the election of twelve members of the Nursing Council of Mauritius will be conducted by the Electoral Commission's Office on Saturday 1st June 1996 between 8 a.m. and 2 p.m. at the Emilienne Rochecoute Government School, Malartic Avenue, Quatre Bornes.

The candidates for the different categories of Nurses and Midwives as per the Nursing Council Act 1992 are as follows:

The first election of twelve members of the Nursing Council raised lot of enthusiasm among the community of Nurses and midwives and they responded positively for the election. The number of candidates that stood for the election in different categories were as follows:

New developments in Nursing education and practice called for amendments to the Nursing Council Act of 1992, to include new clauses pertaining to the representation within the council as well as issues of technical nature related to nursing practice. This was to give more power and obligation to the Nursing Council to maintain discipline among nursing practitioners. As a matter of fact the Nursing Council Bill 1999 was introduced in the National assembly with objective to repeal and replace the Nursing Council Act of 1992 and to make further and better provision for the establishment, composition and function of the Nursing Council, to establish a Disciplinary Tribunal and to better regulate and control the Nursing and Midwifery profession. On the 25th November 2003 , the President of the Republic of Mauritius , Sir Aneerood Jugnauth gave his assent to the Nursing Council Act no 47 of 2003. The Council was constituted as per the repealed legislation. There is no doubt that with the effect of globalization and to keep pace with the objective of government policies as regard to Nursing, the law will have to be reviewed and amended according to the context to respond to ongoing changes.
